Palestinian motion submitted to the FIFA Congress within the two months deadline

Bearing in mind the lack of progress by the Israel Palestine Monitoring Committee in resolving the problems inflicted on the Palestinian FA by Israelis, in particular the effect of the six settlement clubs playing in Israeli leagues in flagrant disregard of FIFA’s own statutes and international law,  the Palestinian FA has submitted a motion to the FIFA Congress to be debated on 11 May 2017 that FIFA suspend or expel the Israeli FA.

Only the Council has the right to propose suspension or expulsion of a member association, according to Statutes 16 and 17 respectively.  Therefore the motion was expressed as a call on the Council to take the necessary steps:

….the Congress shall request the FIFA Council to propose and/or adopt disciplinary measures – as described in articles 16  and/or 17 of FIFA Statutes – against the Israeli Football Association for their responsibility with regards to the activities of at least 6 of its clubs in the internationally recognized territory of PFA.
Note that there is a seventh club based in Jerusalem but which uses one of the settlement club grounds for its home games
